Landlord banning cameras and camcorders for my preliminary inspection and final inspection for move out legal?

As long as you are not recording her at all, she cannot stop you. She could attempt to deny you the inspection. If she is not the owner or management of the property, and is merely the landlord, there is nothing she can do about it.

While moving out and it is still your property, she has absolutely no basis for this. If she refuses, you can simply document all potential areas of note that may be issues immediately before the fact and it would make little difference.

Since she has to document the walkthrough of the place and have you sign off on the inspection, walking out of it will just make her incapable of doing this. Since California requires you have consent of all parties to record a conversation, get a witness (or two) during this inspection and if you plan on video recording (disable audio, unless you inform her that you will not stop the audio recording, and then record her if she walks out, but consider disabling the audio or limit it to pictures of any areas of potential). The point being that you have witnesses accounting the event that she refused to participate reasonably with the inspection.

So if they try to charge you with damages, you can say that the person walked out of the inspection, and have witnesses to prove it.
